Elderly and Handicapped - Chapter 667

The elderly/handicapped housing program Chapter 667 provides state-aided housing for qualified low-income elderly and handicapped persons. In Southbridge there are two Chapter 667 projects. Persons who are at least 60 years of age are considered elderly. Non-elderly low income persons with one or more physical or mental impairments may be determined eligible for Ch. 667 housing. Tenants who live in state-aided Chapter 667 elderly/handicapped housing pay 30% of their income for rent. All utilities are included except the telephone and cable T.V.

The Quinebaug Plaza Apartments, located at 60 Charlton Street is an eight story high rise (with elevators) with 115 units, 12 of which equipped for handicapped tenants.

The Dresser Park Apartments complex with 37 apartments (with elevators) 2 of which are equipped for handicapped tenants.

Family Housing - Chapter 705

The housing program instituted by Chapter 705 provides housing assistance for low income families. There are two types of 705 projects in Southbridge. This state-aided program enables tenants to pay rent of 27% of their family’s income, or 25% if the utilities are paid by the tenant.

Special Needs Housing - Chapter 689

The housing program instituted under Chapter 689 is state-aided housing for the handicapped. The program assists the Commonwealth’s efforts at the deinstitutionalization of physically and/or mentally handicapped individuals of low income by providing community-based housing units. The projects are owned by the Housing Authority and are managed by non-profit service providers in co-operation with the Department of Mental Health.

The second project is a DMH project located at 74 Litchfield Ave. and is a two story with 8 units. It is operated by the Open Sky Community Services.

The DDS Units, located at 45 & 51 Cross Street consists of a 1 story building with 8 units. It is operated by the Department of Developmental Services.

MRVP

The Massachusetts Rental Voucher Program (MRVP), provides a permanent improvement in the lives of low-income families and individuals by offering rental subsidies to those eligible for the program.

Section 8

The Section 8 Housing Choice Voucher Program (HCVP) provides rental assistance to eligible families. The rules and regulations of the HCV program are determined by the U.S. Department of Housing and Urban Development. The PHA is afforded choices in the operation of the program which are included in the PHA’s administrative plan, a document approved by the board of commissioners of the PHA.

The HCV program offers mobility to eligible families because they may search for suitable housing anywhere in the PHA’s jurisdiction and may also be eligible to move under portability to other PHAs’ jurisdictions.
